Because if you wipe out the shareholders of the worlds largest banks you are wiping out the fortunes of some of the most powerful people in the world. More importantly you are talking about sovereign funds from countries like China and Saudi Arabia. I think its very plausible that the phone rings in the oval office and the Saudis have called to say, “You want oil tomorrow? Then you bail out those banks and forget about nationalizing.” I am imagine there are many more phone calls with varying degrees of threat made to administration officials and members of the government all day.
